Davies’ Pro Bono Work Facilitates Agreement to Reform Québec’s Legal Aid System

After three years of negotiations, Davies partner Lucien Bouchard helped secure an agreement between the Québec government and the Barreau du Québec to raise legal aid fees and ultimately improve access to justice.

The agreement, which will establish an independent working group to conduct a review of the tariff structure, is widely perceived to be a “step in the right direction” by the Québec legal community to truly reform the province’s troubled legal aid fee system.

Mr. Bouchard was brought in last February to act on a pro bono basis as negotiator for the Québec Bar after it turned down a “final offer” by the Québec government the previous summer. He served as a facilitator for the parties in successfully breaking the three-year impasse.
